You should have first mentioned that the widget title translation does not work for this specific widget. If you can translate all your widget titles except one, it is likely that the bug lies in that widget ??

Edit sticky-featured-widget.php at line 80 and replace:

if(isset($instance['title'])) echo $before_title . $instance['title'] . $after_title;

by

if(isset($instance['title'])) echo $before_title . $title . $after_title;

Please ask the author to review his code. The title is correctly passed through the filter but then, the original variable is used.

However, it will translate only the title which, I believe, will not be sufficient. The best would probably to have two instances of that widget, one displayed only on the French side, and the other only on the English Side (using the last option “The widget is displayed for:” in the widget form). Thus, everything will be in the correct language
