Stripe auction workflow

I understand that Stripe can perform payment holds on cards. But I wanted to know if it handles auctions workflows. The scenario I am asking about is this:

Customer A bids for an item and a 10% hold is placed on their card against the value of the item. Customer B comes in and bids on the same item but becomes highest bidder. Would Stripe then release the 10% hold from customer A’s card and place the hold on Customer B’s card?

I suspect this may not be specifically for Stripe but more the theme or custom code but thought I would ask. Any help, pointers or sample code would be welcome.
