Stripping some tags for use in comments code

  • Hi,
    I would really like my comment page to show just the title, the content and the date posted at the top and then the standard comment code below.
    At present the top section is pulled from the main index.php, so all that is seen on index for a post is seen in the comments.
    Take a look at this link from simplebits to show you what I mean:

    You see it takes away the comments link from the main index.php.
    Can this be done in WP?

    As a matter of interest when you upgrade to a newer version does the main index and comments pages change as well?
    I am asking this from a design point of view. If they are updated I need to update my design.
