I’m having the same issue – is it possible to test credit cards with Sandbox?

Yes, it is possible to test credit cards within the Sandbox.
These countries are enabled for normal credit card payments:
https://www.paypal.com/us/webapps/mpp/country-worldwide
The PayPal Card Processing can be enabled in these countries:
https://developer.paypal.com/docs/business/checkout/reference/currency-availability-advanced-cards/
Though we are currently investigating an issue that prevents enabling PayPal Card Processing in countries like Canada.

It’s not quite clear that you need to apply for Paypal Checkout in Sandbox – it works differently than using the API.

I have connected for live account. and my paypal account is very much old
