Stuck on Greenwhich Mean Time

I have the sitewide date/time set to Los Angeles and in the events menu set it to use the default sitewide time zone. Whatever time I display on the events page defaults to seven hours in the future which is GMT. Anyway to fix this?

I even tried to make it seven hours earlier so it displayed correctly on the front end but then when google calendar export was clicked it defaulted to the time I put in.
