Style css everywhere

Why are the scripts and styles in the admin panel loaded on all pages? This interrupts my styles and styles bootstrap.

Especially liked (not) the record:

.ip-aclB,.color-black {
    background-color: #000;
    color: #ffffff;
}

.ip-aclW,.color-green {
    background-color: #83CE77;
    color: #ffffff;
}

color-green must be applied for color, not for background
