Style sheet not loading

Hello,

I am using the owl carousel on a custom theme that is based off of the Twenty Ten theme. I created a cloned site and was able to get the plugin to work correctly. When I made the same changes in the live site, the images and captions show, but there is no styling on the gallery so all of the images appear vertically.

Using the inspector I do not see gallery-owl-carousel.css loading.

The only difference between the dev site and the live site is that the live site is on WordPress Multisite, the dev site is a single standalone site.
