Sub menu not showing in mobile menu

Working on client site using this theme. There is one sub menu item that links out to another site (with open in new tab/window) listed below a non clickable menu item. It is accessible just fine in desktop mode. But for mobile devices there is no indication in the main menu item there is a sub menu and when I double click the main menu item sometimes it shows the sub but it cannot be clicked.
