Submit For Review Not Showing

I have a site where people can sign up and submit posts which i then approve.

Recently they have been able to just sign up and publish, directly to my site!!! this is a HUGE problem!

Has anyone else had this error? Is there a fix?

I know the most recent wordpress update had to do with something regarding contributor permissions, could it have created this error?
