Submitting application gets rejected due to privacy policy

When a new applicant tries to submit their application, they get an error message that says, ”

you need to read and agree to our privacy policy before we can accept your application. Please click the back button in your browser, read our privacy policy and confirm that you accept.”
Do you know what is causing this and how we can fix it.
We are unable to accept an application because of this.
