It is generally enabled via code by a developer, but this plugin was developed to help those who needed something quick or without a required knowledge of PHP. In many cases when there is a problem with another plugin, it is because that plugin does not support the feature.

I do not have any knowledge of this plugin, but it sounds like there are no limitations and everything should always be marked complete regardless to shipping. Does it work when this plugin is disabled?
