    This is already possible in Subscribe2 with a couple of conditions.

    Firstly, the plugin API needs to be used to change the default situation from using ‘categories’ to using ‘tags’. This can be done using the s2_taxonomies filter and returning array('tags') to make the plugin use tags to generate emails.

    Second, your users need to be registered with your blog so they can access the Subscribe2->Your Subscriptions page to choose their tags for notifications.
