subscribe to comments plugin

I can’t get the ‘subscribe to comments’ plugin working on my blog. The blog is:

The plugin is located here:

This is an error message that might be flagging the problem but I’m not sure:
Fatal error: Call to undefined function: add_action() in /home/newdawn/www/www/blog/wp-content/plugins/subscribe-to-comments.php on line 819
