‘Subscriber’ user definition

When a user ‘registers’ with your blog, he becomes a ‘subscriber’ as default, giving him access to many things like clean posting and forums etc. But when I as the admin post a new topic, will it inform them of this event via email?

If not, could someone recommend me a script or plug-in of some sort that will let me do so?
