Subscribers assign events to a group

I am trying to allow my users (subscribers and up) to create an event (which they can do) but also assign it to a group so emails go out to all group members when the event is created. I cannot find out how to do this.
Only group admins seem to be able to post an event to a group. If I go in after the event was created and then edit it and assign it to a group no emails are sent.
