Subscription Status Doesn’t update

Hi,
When the status of the subscription is changed in PayPal dashboard, the correct status of the subscription doesn’t update on our website. I can see the paypal IPN received an ‘subscr_cancel’ in our website log.
And, new order will be automatically created with the status of ‘on-hold’ for what reason?
