Suggestion Box?

  • Is there any way I can place a “suggestion box” along the side of my website, so if you scroll up or down, it follows you?

    Where can I get a suggestion box where everyone can see all posts publicly? Similar to an open chat box.

    I saw a few plugins, but none that can do that.
