Seller login

Hi

I need a suggestion on which solution I should go for.

Im creating a page, where a seller can login and send a return form on broken items to a specific email depending on which country they chose on a dropdown list/radiobutton.

I need
Fields for the seller to fill out info like what shop name, location ect.
Then I need a searchable table(?)/shop where the seller can search from a database on which item is broken, and chose the item and the number of how many is broken.
Then they have to chose which country the need to send the return form to. When they press send, it should send an email with all the info.

I can figure out, if I should make some kind of shop in woocommorce, or use a form combined with a table. I will be happy to receive suggestions?
