Suggestion for user-submitted content

I would like to add an art tutorials section to my site which will allow members to submit their own tutorials. I’ve looked at various plugins, but it seems that none will fit my needs. I’m looking for something that will allow members to upload text and photos via a custom form, and submit their post as a draft until an admin approves it. Any suggestions??
