Switching from main menu BAR to an other

Is it possible with your plugin to switch from an English menu bar (main menu with 5/6 menu items) to a secondary menu bar (where all 5/6 items are, say, in French). The visitor would have the choice on the front page of flipping from one to the other with a clickable button.
