Sync Users between blogs

I know there are a lot of plugins that sync users across multiple wordpress blogs. What I am looking for is a plugin to take users from multiple blogs and sync it into a master blog. Each user has their own blog on their own server and manages their account on their blog. The changes to their password etc should be automatically be ported to the “master” blog.

Any Idea how that may be achieved?
