Depending on the plugin you use to implement your multilingual functionality, the post objects for each of the language are different. So when you set an order for a language, the rest of the objects are not covered.

If use WPML or PolyLang, you could consider the Advanced Post Types Order plugin which includes a functionality called Sort Synchronisation, so when changing the order, will update for other languages as well https://www.nsp-code.com/synchronize-order-across-all-languages-when-using-polylang/
