Syntax Error on line 724

Try re-uploading all files & folders – except the wp-content folder – from a fresh download of WordPress. Make sure that you delete the old copies of files & folder before uploading the new ones.

Should I do a complete reinstall of wordpress?

If you empty your database and do a re-install, you will lose any content that you have already added to the site.

There is nothing on the site. So I should delete the database and wordpress files and then setup another database and reinstall the wordpress files?
