Table Rate Shipping plugin isn’t calculating correctly

I bought the Table Rate Shipping plugin based off the suggestion of a support rep in this thread: https://www.ads-software.com/support/topic/shipping-class-formula-help-if-quantity-is-1-3-charge-this-amount/

I am selling prints in my store. I print them and ship them off in tubes. Each tube can hold up to three prints and the cost to send one tube is X amount.

How can I write:

If quantity is 1-3, charge X…
If the quantity is 4-6, charge 2X…
If the quantity is 7-9, charge 3X…

Currently, this is how I have my settings, but the rates aren’t being calculated correctly. If I put 3 items in my cart, it charges $72 when it should charge $24. For 4 items, it charges $192 when it should charge $48.

What am I missing?
