tabs don’t show sometimes !

i have 5 tab for profiles. after each refresh , tabs change !

My problem is still not resolve, unfortunately,
I think if set tab Position are 4 or more than 4 ,Tabs are not displayed.
However, this answer is not logical and true , but..
