Tag names as checkbox

I thought there was a way to change the tags to utilize checkboxes like categories instead of free form text. In the post section I go to Edit “Tags” taxonomy? and select Like Categories but nothing seems to change in the bulk edit screen or the edit post screen. Any advice.
