Tagline not showing (No More Than 70 Characters)

Hey everyone,

I could use some help on this one. I recently switched themes. My new theme is called Picture This. My tagline is entered under the general settings, but it still doesn’t appear. Instead the output is No more than 70 characters clayhowardsmith.com? So my question is how to fix this. Could someone offer a solution? I read other posts on the topic, but the solutions offered have not helped. My website is under maintenance mode and I would assume the problem stems from my header.php? I’ll include an excerpt from it, maybe someone could point out the problem?
