Target Time field not showing in widget

if the time picker is not showing up in the sidebar widget area, then there must be some other plugin or theme this is causing a conflict.

You should still be able to insert a ISO time like:
2016-09-30 12:30:00

This is the second time we have heard about this issue.
are there any errors being thrown to your JS console when viewing the sidebar widgets page in the dashboard? If you would like us to take a closer look, we could pop onto the site and see if it’s something that can be resolved in the plugin.
