Target=”blank” is being stripped out

Ok, I know, I know, it’s bad form to make links in new window…
But the client wants pdfs to open in a new window
I installed WP 2.7 this morning, set up the site, and everytime I try to set the link to target=”blank” it’s being stripped out.
I turn off the editor, I cleared my cache, I installed the Tiny-MCE plugin…. I removed it…. Nothing… I just can’t make it work.

I only want to open a few links in a new window, so don’t want to set my <base target=”_blank”> in my header.

Is this a WP 2.7 bug? Am I just missing something…….
