Tax Bands that are Exclusive

So I’ve been trying to determine the most reasonable method for accomplishing this task. I’m hoping I just need a second pair of eyes on this issue.

I have a store which has a base tax rate of 13%. This does not change for any products. However, we also have event ticket sales, and the ticket’s tax percentage is dependant on where the event is. Therefore we may have a product with 13% in the cart, then another product which needs to have say a 5% tax applied to it.

We are able to get this working with tax bands, but the problem is the tax is included, we need the tax to be ON TOP of the price of the products and tickets.

So how can I set up a solution where multiple tax percentages will be applied?
