Tax Calculator Is Not Working

You have set calculate-tax-based-on = shop-base-address. In WooCommerce, there can be only one shop base address. With this setting, it doesn’t matter where the customer lives, everyone pays the same tax. To ensure you have set a tax rate appropriate to the shop base address, the tax rates table should read
* * * * 9

Not quite sure where I input that number?

Admin page > WooCommerce > Settings > Tax tab > Standard Rates table. Delete all lines. Have just one line where the first 4 fields are the wildcard character *. The 9 goes in the tax rate column.

The thinking is: it doesn’t matter where the customer lives because you have set “calculate tax based on” = “shop base address”.

Assuming you have already set Calculate Tax Based On: Shop base address, you then click Standard Rates and Insert your own row of tax criteria. That is where the * * * * 9 come into play.
