tax .csv file

Hi I just uploaded a .csv file to the tax section of woo commerce and it didn’t change anything. Can someone help me with the settings to make it apply?
General Options
Base Location
United States — Washington
Set up rates for US only.Currency -US Dollars ($)
Allowed Countries -Specific Countries -United States
NOT CHECKED Enable site-wide store notice text
CHECKED Cart, Checkout and Accounts
UNCHECKED Enable guest checkout (no account required)
CHECKED Enable customer note field on checkout
UNCHECKED Force secure checkout
UNCHECKED Force SSL (HTTPS) on the checkout pages (an SSL Certificate is required).
CHECKED Allow registration on the checkout page
CHECKED Allow registration on the “My Account” page

I got the tax form as an excell sheet from here and then converted it to .csv
