Tax Exceptions?

I’m setting up taxes on WooCommerce, and the taxes charged will apply to the “shop base address” in my state. However, I have been told the only state’s tax rate to apply aside from mine is North Carolina. How can I have it charge taxes according to my state in all cases *except* for North Carolina?

Any help would be much appreciated.
