Are you asking if it is possible, if your shop base country is Germany, to charge Germany buyers VAT, even if they enter a valid VAT number (whilst removing VAT for buyers from other countries)? That is a feature of the paid version – https://www.simbahosting.co.uk/s3/product/woocommerce-eu-vat-compliance/ . The free version does not have any facility for VAT number entry for B2B purchases.
