Tax not applying to Local Pick Up shipping option

Hi, I am new to WooCommerce and am setting up a shop on my WordPress site (localbag.net). Things are going well but I cannot figure out what I’m doing wrong for my tax settings and the Local Pick Up shipping option.
For example if I do a mock purchase and ask for flat rate shipping, it adds the correct amount of tax for the item at checkout. If instead I request a Local Pick Up it does not add any tax (which it should).
I know that the default tax rate for Local Pick Up is the tax rate of the shop’s base location, in my case, California. I do not have only one single California rate in my tax rates because there are a lot of different rates in California cities — I have all zip codes and their different rates. If I add a blanket CA rate (7.5%) it will conflict with all other cities’ tax rates at checkout right (regardless of shipping method)?
Is there a way to point Local Pick Up to my city’s tax rate (which is higher than the standard state tax rate)?
