Tax & Shipping Solution?

    The shipping and tax built into PayPal is nothing more than flat rate options and it only works with PayPal Standard.

    With Express Checkout and/or Payments Pro you’re responsible for providing shipping and tax info in the payment requests to PayPal.

    That said, you can setup flat rate rules in WooCommerce just like you could within PayPal and you’d have the same result.
