Taxes Total Not Reflected/Calculated in Customer Invoice

When a customer buys more than 1 quantity of any item, the taxes are only applied to 1 item.
For example here is what is displayed on an recent invoice :
Quantity: 2
Price: $180.00
Sales Tax: $4.50Keep in mind that the sale taxes for that order were set at 5%, so, 4.50$ is only the taxes for 1 item, not the 2 items, for 2 items the total should have been 9$.
What is strange is that inside paypal, the amount we receive is the correct one with full taxes paid (9$), so we are not losing any money at least but this is confusing for the client who doesn’t have an invoice that matches the payment they are making…
