teaser message for visitors on popup maker windows

hello, I am having issue blocking access to visitors for popup maker content. I have set the teaser message and checkmarked Teaser message to be active on a popup window but when I go to the page with the popup, the content is still loading. I have tested this on a regular page and it works fine. Is there a way to make it work?
