telegram not send if skip_mail is on

    Hi,

    thank you for creating a great plugins.

    But a little advise if i may.

    the telegram notification is not working when additional setting skip_mail is on. I think you should not following skip_mail settings to send telegram.

    Because the reason why I using telegram as notification is because i want to get rid email notification

    Hello! Thx for your review.
    The logic of plugin is duplicate the mail to telegram. If mailskip is on, sending in telegram skipping too.
    But it is good idea to ignore mail_skip by special shortcode setting. I will implement this in future releases.
