Templates don't display in Multi-admin site

    We have several of us with admin level clearance, and we are running into a problem that all templates are not accessible on the editor page to those admins who did not create the template.

    Scenario: Jack and Mary are both admins of Our Best Work. Jack creates a template, NEWS, and saves it as “public”. Mary goes into editor and opens the template pull down and there is no NEWS template in the list. However, when Jack goes into editor NEWS is in the list.

    What are we missing that the public templates are not displaying for everyone?
