Terms and Conditions link at checkout displays KC code

When going through checkout, above the “Order” button is a checkbox with the copy “I have read and agree to the website terms and conditions”, with “terms and conditions” hyperlinked to the T&Cs page of the site (target=”_blank”). However clicking the link opens T&Cs page underneath, embedded in the order review wrap, and at the beginning this code is displayed:

All plugins aside from the essentials have been deactivated but this problem persists.
