Test run blog at new host

When I move a WordPress blog to another host, what do I have to change (database/file)to have the site test-run without changing the DNS?

i.e. my new IP-address is https://xx.xx.x.xxx
https://www.xx.xx.x.xxx/wp-login.php redirects to the blog at the existing host https://www.my-blog.com
