Testing PayPal in Sandbox

Did you create a new account during the onboarding process? I don’t think I have seen this message before.
Usually, there is no email confirmation needed when connecting a sandbox account.
Even when signing up for advanced features like advanced card payments, your account should be connected right away.
After the window closes, your account should be connected as described here: https://woocommerce.com/document/woocommerce-paypal-payments/#connect-paypal-account

Alternatively, you could also try manually connecting the API credentials: https://woocommerce.com/document/woocommerce-paypal-payments/#manual-credential-input
