Text Change on Hovering

Hello,

So just starting out and this may be a big ask but was trying to get a similar effect as this site: https://projectevo.org/

On this site scrolling to the Blue, Green, Yellow, Red chart, It has a static text but once you hover over it it expands and outlines completely new text. Was curious how I would even start to create something like that?
