Text in Korean remains as ??? but WP interface changed to Korean!

I exported my wordpress.com to my own webhost. Korean characters show up fine in the wordpress.com domain but changes to ??? after being exported to webhost.

I’ve gone through past threads on this topic and did the following:

1) comment off the following
/* define(‘DB_CHARSET’, ‘utf8’);
define(‘DB_COLLATE’, ”); */

2) uploaded korean mo to languages folder and set to ko_KR

and doing either or both still results in my korean characters being displayed as ???.

Best part of it all is that my WP interface (control panel) is now displayed in korean characters.
