text is much lower than the pages name

Could anyone suggest how to place page name and the text in this way – 2 columns https://2017.wordpress.net (for example CONTACT and the text r in 2 columns, as I understand CONTACT is the page name?) If I use insert tables it doesn’t include page name, so only I can insert 2 column under the page name and the left column stays empty.
