the blogs folder not create on blogs.dir (Subdomain)

The blogs.dir folder doesn’t exist anymore, if you JUST started Multisite. It’s all in the uploads folder now.

when enter the blog url the default page come up

This is a subdomain? Does this ‘default’ page look like a WordPress formatted page or a server one?

So that’s a server error and you didn’t set up subdomains properly ??

You need to contact your host and ask how to create subdomains. Preferably you would setup wildcard subdomains (so that anything.yourdomain.com will point to yourdomain.com). If that’s not possible, you have to manually make a subdomain point to the main install.
