The Fabled HTTP Error when uploading media

Having issues with uploading media, I receive the “HTTP Error” and cannot figure out any fixes that work.

File permissions are ok to my knowledge and the tmp folder is not full, etc.

Files upload and go into the right folder and even show up with a thumbnail in the media browser but I am unable to attach them to posts, pages, etc.

Here is the error log received upon attempting to upload an image:
