The form builder won't allow editing field

I built a great form with text fields and radio field. I am now trying to edit the fields and when I click on the down arrow, nothing happens.
I tried creating a new form to see if it was a single glitch, but although I can drag a new text field into the form again I cannot edit it.
I am working on the site in my localhost and have tried in both Firefox and Chrome.
Any ideas what has gone wrong?
