the index of the theme Oxygen disarmed

Dear Sirs

After several years working very well, now I am presented with a serious error.
The Oxygen theme has a defined structure. The top banner was deleted and the More Articles section does not appear ….

Please indicate how to solve the problem ….. if this has a cost I assume it … but I need to fix the homepage urgently
